"Education and training materials" will be produced if they are (1) not subject to federal Copyright protection (GC 6254k, 17 USC 102 et seq.), (2) not subject to trade secret protection (GC 6254k, CC 3426.1), and/or (3) contain sensitive tactical information (i.e. "security procedures" under GC 6254(f)) that would create officer safety concerns (GC 6255).
